This may be a dumb question but what is considered the best league outside of the NBA and NBA-D? Or at least what are some of the top countries you'd want to be playing in to get noticed?

Spain would be a top country to be playing in.

A lot of these American basketball players playing overseas will usually come back to participate in the NBA summer league and hopefully get a spot on a NBA team.

Unfortunately it is very difficult for undrafted players to make it onto a NBA team, as these teams are more interested in the fresh new crop of young players in the next draft year than mid 20 or 30 year olds who were not drafted and still hoping for a spot one day.

Monroe

"Maccabi Rishon Le-Zion (Winner League) signed 29-year old American power forwardDarryl Monroe (198-104kg-86, college: George Mason, agency: SportsTalent). He played last season at Tezenis Verona in Italian Serie A2. In 30 games he had very impressive stats: 17.5ppg, 8.9rpg (#4 in the league), 3.2apg and 1.5spg. He helped them to win the cup and end the regular season at the top position. Quite impressive season as he was voted Eurobasket.com All-Italian LNP Gold Center of the Year, named to 1st Team and named to All-Imports Team."

There's a "like" and "reply" button on here, but is there a "what!?!?!?!" button?

It seems he's always had a pretty good reputation in athletic administration circles. As far as building on the foundation of the Final Four and subsequent post season appearances, not quite so much. And the Paul Hewitt hire was a thermonuclear disaster.

Both TOC and Merten should be credited with taking Mason out of the dark ages, but neither seemed to be ready for prime time.

Took us out of the dark ages from an academic standpoint? yes, Merten did that kind of. He built buildings with money that wasn't his. TOC, imo didn't do jack shit for athletics except be a nice guy and play the game til retirement. I guess him hearing my complaining about not have lights on the soccer field is one plus. Only took 7 years though. If our biggest issue was lack of funds from the state, then both could be considered losers for not tapping into the corporate wealth of the region. Moreso MErten. The Old Cuban did so much more in his capacity than either Merten and TOC, imo. Like Gemeni said, he took them both to prime time, and both jizzed on themselves in front of everyone. And now look at the Old Cuban, opening relations between the U.S. and his motherland.

Last night I happened to catch Ball Up on ESPN2. They were airing footage from their summer million dollar challenge and the winning team from the DC market to compete in the challenge consisted of Folarin Campbell and Darryl Monroe. http://ballupmdsc.com/team/33
Monroe came off the bench in the title game (played in Largo) and won MVP

Isaiah Tate

"Grupo Inec Zamora (EBA) added to their roster 26-year old American guard Isaiah Tate (192-89, college: George Mason, agency: 1G Sports). He played most recently at Surrey Scorchers in British BBL league. In 12 games he recorded very impressive stats: 21.2ppg, 7.3rpg and 2.3apg in 2013-14 season.
The previous (12-13) season Tate played at Porvoon Tarmo (1st Division) in Finnish league. In 31 games he averaged remarkable 18.5ppg, 5.5rpg, 1.7apg and 1.5spg in 2012-13 season. He helped them to win the regular season and make it to the final. A very spectacular season in his career as he was voted to Eurobasket.com All-Finnish 1st Division Honorable Mention. . . He graduated from George Mason University in 2012 and actually missed last season."
