Not sure a lot of 23 year olds are taken in the lottery. You're right about development, but especially with the D-league becoming more of a minor leagues for the NBA, teams draft on potential as much or more than they do on talent.
Good point, but a late-blooming 6-11 athlete/rebounding machine is gonna get a lot of looks. Not like Shevon would be ready to collect Social Security like Evans was.
