Potential Rule Changes for the 2016-17 season

The NCAA Men's Basketball Rules Committee wants to give head coaches the right to call timeouts while their teams are inbounding the ball and, potentially, avoid five-second violations if a player is struggling to put the ball into play, according to a release by the NCAA.

The NCAA Playing Rules Oversight Committee will discuss the prospective change during a conference call on June 15.

Last year's sweeping rule changes prohibited coaches from calling timeouts during all live-ball situations. Once an official hands the ball to a player to inbound and the five-second count begins, coaches are powerless to stop play with a timeout until the ball is dead again.

The switch was, in part, aimed at helping officials decide which team had called a timeout during a scramble for a loose ball, an oft-confusing scenario prior to the change. Some coaches, however, complained about the move last season.

The new rules would allow head coaches to call timeouts in critical inbounding situations, which become more significant in the final minutes of a game.

I can just imagine the ball being thrown from from in front of where Cabrera sits and Paulsen or the other coach screaming and yelling for a timeout and the ref can't hear them. But then again, with our attendance at most games that wasn't an issue. :(
